Right to Accessible Information

Public institutions are required to provide information in formats that are accessible to people with different disabilities, including visual, hearing, and cognitive impairments.

  • Request written summaries of verbal information at service points
  • Ask for documents in large print, easy-read, or audio format
  • Sign language interpretation can be requested in advance for appointments
  • Digital content on public websites must meet WCAG 2.1 AA standards

Right to Reasonable Accommodation

Under Armenian law and the CRPD, service providers must make reasonable adjustments so that people with disabilities can access services on an equal basis with others.

  • Accommodation requests can be made verbally or in writing
  • Institutions must respond within a reasonable time frame
  • Denial of accommodation must be justified and documented
  • You may appeal a denial through the institution's complaints procedure

Right to Non-Discrimination

Discrimination on the basis of disability is prohibited in access to public services, health care, education, and employment in Armenia.

  • Direct and indirect discrimination are both covered under the law
  • Harassment or hostile treatment at a service point can be reported
  • The Human Rights Defender of Armenia accepts complaints
  • Civil society organizations can support you in filing a complaint

Right to Participation in Decision-Making

Persons with disabilities and their representative organizations have the right to be consulted in the development of policies and services that affect them.

  • Public hearings on disability policy must be made accessible
  • Organizations of persons with disabilities (OPDs) must be consulted on relevant legislation
  • You can submit written comments to the Ministry of Labour and Social Affairs
  • The Equal Opportunities Network facilitates civil society engagement

Reporting a Rights Violation

If your rights were denied at a service point or institution, there are several channels available for reporting and seeking remedy.

  • File a complaint directly with the institution's internal complaints unit
  • Contact the Human Rights Defender of Armenia for an independent review
  • Reach out to a partner organization in the Equal Opportunities Network for support
  • Document the incident: date, location, staff involved, and outcome
